This Briefing has three parts. Part I deals with the issue of permeable borders and the instability and uncertainty that casual transgressions of once-secure boundaries are creating. In a confusing development in what we have called World War Ill, some people would breach borders in one area while those same people support building barriers in other areas. The confusion generated by these conflicts has nurtured a desire for sustainability - the capacity to adapt to the new environment and thrive on its realities.
Observations suggest that many individuals and institutions are presently piecing together their own sustainability strategies. Their actions fit into four categories. Part II looks at the first of these four categories: control. Part Ill, which is forthcoming, looks at the other three components of the sustainability response: viability, sanity, and meaning.
